Graham Allen, Labour MP for Nottingham North and Chair of the Independent Commission on Early Intervention for England and Wales, has launched the first finding of the review. The report points the way forward for the development of early intervention.
The report argues that early intervention is the only way to break the circle of dysfunction and ensure that children from deprived backgrounds get the best start in life. In his report Allen states "If we continue to fail, we will only perpetuate the cycle of wasted potential, low achievement, drink and drug misuse, unintended teenage pregnancy, low work aspirations, anti-social behaviour and lifetimes on benefits, which now typifies millions of lives and is repeated through succeeding generations."
The report recommends 19 of the most effective early intervention programmes that should be supported and expanded. PATHS is recommended as a Level 1 due to its effectiveness and its evidence base. The second report of the review will look at alternative ways of funding early intervention and will launch in the summer.
